    Historical Perspective:-

     

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people's aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act, 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level.

As a consequence the Uttar Pradesh Public Service Commission was constituted on the 1st of April 1937 with its headquarters at Allahabadand has a glorious past of more than 60 years. At the time of its inception The UP Public Service Commission was situated in a few rooms in the then Secretariat, but now apart from a lavish campus at Allahabad , it has a Camp Office in the state capital Lucknow as well. In 1937 only 9,811 applications were disposed and over the years the quantum of work has increased manifold with the disposal of a few lakh applications every year now.

 The UP Public service Commission has modernized itself with the times and massive computerization is being undertaken presently. The examination system has been partly computerized and the process is still under progress.
It has two spacious Examination Centers in Allahabad and Lucknow and they can cater to the needs of 3000 candidates at the same time.

The number of the members of the Commission has also increased gradually in keeping with the increase in the quantum of work of the Commission and now there are 8 members in it.

The working of Uttar Pradesh Public Service Commission is also regulated by Uttar Pradesh Public Service Commission Regulation, 1976.

     

    Constitutional Powers:-

  

 Constitutional Powers have been vested in the Public Service Commission vide different articles.

     

    Functions of U.P.P.S.C. :-

     

Functions of the U.P. Public Service Commission may be summarized as below:-

     

a) 

Recruitment of the Candidates

 

(i)

On the basis of Interview only.

 

(ii)

On the basis of Screening Test & Interview.

 

(iii)

On the basis of Examination only.

 

(iv)

On the basis of Examination & Interview only.

 

(v)

On the basis of Preliminary Examination, Main Examination & Interview. 

b)

Recruitment by Promotions as per concerned Service Rule.

c)

To provide opinion on all Disciplinary matters affecting a person serving under the Govt. of UP State in civil capacity.

d)

To provide opinion on all matters relating to methods of recruitment to civil services and for civil posts i.e. to provide opinion in making of Service Rules.

e)

Advice to the U.P. Government.

     

    Composition of the Commission :-

     

Uttar Pradesh Public Service Commission is headed by the Chairman and comprises of eight other Members. All appointed by the Governor of Uttar Pradesh, in accordance with the provisions in Articles-316 to 319 of the constitution of India.


The present composition of the Commission is as follows:-

Generally following examinations are conducted by the Commission, but other examinations may also be conducted as per the requirement of the requisition for other posts if the same is provided in the service rules of such posts.

    Organization of the Office and functions:-

                

1.      The Public Service Commission Office is divided into various sections, a list of which is given below:

2.      A List of the subjects dealt with in each of the above sections has been given below. The subjects allotted to a particular section must always be dealt with in that section and in no other. The list of subjects allotted to sections has been complied as exhaustively as possible but difference of opinion may still occasionally arise whether a particular receipt is meant for one section or for another. In such cases the receipt may be sent to the Secretary who will decide which section should deal with it.

3.      If an incoming letter deals with several subjects which concern several sections, the section which is concerned with the main subject will take it over and sent copies or extracts to the other sections concerned.

  

3.1 The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions; Necessary document are available in establishment section which are used as guideline in Commission.

                      Each section is headed by a Section Officer who is assisted by Review officer  & Assistant review officer

     

                 3.2 The particulars of any arrangement that exist for consultation with, or representation by, the members of the public in relation to the formulation   of its policy or implementation thereof; There are no such type of arrangement that exist for consultant along with are representation  by members of public in relation to formulation of its policy.Uttar Pradesh Public Service Commission is headed by the Chairman and comprises of eight other Members.         Arrangements have been made at the Facilitation Counter of UPPSC for receiving applications/request seeking information under RTI Act, 2005.

        Applications/request can also be sent by post along with the requisite fee directly to the concerned PIO in UPPSC dealing with the subject. The name of PIOs is given in this website which may be consulted before forwarding the application to the concerned PIO.

       The requisite fee along with the application/request could be paid by way of cash against proper receipt at the Facilitation Counter or by Indian Postal Order in favour of Secretary UPPSC payable at Allahabad Post Office. The fee may also be paid by demand draft or banker's cheque drawn in favour of Secretary, UPPSC.

       The information regarding candidates Admit-Card of the examinations, rejected cases, Key Answers of questions of Preliminary examination, Results and marks of the candidates are being Uploaded on the web-site of the Ayog  to facilitate the candidates.
